Does anyone have any advice on version numbers? Is there a rule of thumb to figure out what constitutes a 0.x release? Do others not even bothering numbering their model versions?

Glad that you find my blog useful and start yours as well!
By the way, as far as I understand the number above decimal point is official releases, b for beta is stable, but not offical release, and a for alpha is unstable release. But, it is really depends on personality. I know a few projects never get to the point of 1.0. Also, decimal points can be anything according to the current TeX version, i.e. 3.1415926535897932846
